AI Use Case Register + Accountable Official

The National Framework requires every government body to maintain a register of AI use cases and to assign a single Accountable Official. This is the spine of the assurance regime — without it, nothing else can be evidenced.
Key obligations
- Maintain a register of all AI use cases (in development, in production, retired).
- Risk-tier each use case using a consistent methodology.
- Name an Accountable Official with authority to pause or withdraw a system.
- Report incidents and near-misses through agreed channels.
- Publish a high-level transparency view of the register.
